APWA – Legislative Alert (NFIP)

This week, the Senate is expected to vote on legislation which would extend the National Flood Insurance Program (NFIP) through September 30, 2019. Without an extension, NFIP is set to expire on May 31st.

The yet-to-be numbered measure is expected to be similar to language in H.R. 2578, NFIP Extension Act of 2019, passed yesterday by the House which also included language to extend NFIP through September 30th.

As you may be aware, NFIP has been operating under multiple continuing resolutions (CR) since October 2017. Although this short-term solution is not ideal, it is our hope that the Senate and House will use this additional time to craft an extension that will include multi-year authorization.


NFIP was established by the National Flood Insurance Act of 1968, and was most recently reauthorized through May under Public Law 115-396. The principal aim of NFIP is to offer primary flood insurance to properties with significant flood risk, and to reduce flood risk through the adoption of floodplain management standards.

We ask that you please take a few moments to contact your Senators and urge them to support an extension of NFIP through September 30, 2019, again allowing Congress to work towards a long-term, sustainable solution.
